Chris Milligan is the Vice President of Planning and Procurement at IESO Nova Scotia, where he oversees Resource and Transmission Planning, Interconnections, and Energy Resource Procurement activities. A Professional Engineer, Chris has over 15 years of experience in the regulated utility industry, previously holding senior planning and operational roles at Nova Scotia Power. His background also includes technical experience with telecommunications and natural gas providers in Nova Scotia and Ontario. Chris has led multiple Integrated Resource Planning (IRP) studies in Nova Scotia and currently serves as the Vice Chair of the NPCC Reliability Coordinating Committee, supporting the planning and operational reliability of the interconnected bulk power system across Northeastern North America.

Chris is a graduate of the Industrial Engineering program at the University of Toronto and holds a Masters in Business Administration from Saint Mary’s University. A resident of St. Margarets Bay, Nova Scotia, Chris is a long-time volunteer with Scouts Canada.
