• Changing the syllabus and testing to reflect modern needs
• Re-examine the examination process as it is now
• Assess new technology and adjust training accordingly i.e. engineer for electric tugboat – techy
• Survey manpower requirements subject to current and future needs
• New harbour tug certified captain designation (no celestial navigation etc.) concentrate on physics, safety and boat handling skills.
• Introduce training for tug masters and pilots together so they can work as a team.
• Establish a mentorship program. Retire senior captains early so they may be used as mentors to speed up the learning curve.
